Child support enforcement is a documentation game. The parent with organized, complete, and credible records wins disputed arrears calculations, contempt proceedings, and modification hearings. The parent who keeps poor records spends time reconstructing history that should be immediately available. Building and maintaining a complete child support documentation system from the start saves time and money through every stage of the enforcement process.

The Core Document Set

Every custodial parent should maintain a complete file containing: the original child support order and every modification order since, all income withholding orders issued, all payment receipts from the State Disbursement Unit showing amount, date, and source of every payment received, a running payment ledger showing amounts ordered, amounts received, and running arrears balance for every month since the order was entered, all correspondence with DCSS including case status letters and caseworker communications, all court filings and hearing notices related to child support, and all financial documents received from the paying parent in discovery or disclosure.

The Payment Ledger

The most important document in a child support enforcement case is a detailed payment ledger. For every month since the order was entered, record: the amount ordered, the amount received (zero if nothing was paid), the date received, the payment source (DCSS withholding, direct payment, tax intercept, etc.), and the running arrears balance. This ledger is the foundation of every enforcement motion, contempt proceeding, and arrears dispute. Courts rely on it. DCSS relies on it. Maintain it monthly and never let it fall behind.

Organizing Your Documentation System

Create a physical and digital file organized by year, with monthly payment records, correspondence, and court documents filed chronologically.
